Children Education Allowance & Hostel Subsidy Rules → As per the recommendations of the Seventh Central Pay Commission, the Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training (DOPT) has issued consolidated instructions in supersession of all earlier instructions issued on the subject of Children Education Allowance (CEA) and Hostel Subsidy to Government employees vide its OM No. A-2702/02/207 Estt.(AL ) dated 16/17.07.2018 . These instructions have been accepted mutatis mutandis for Railway employees vide Board’s letter No. E(W)207/ED-2/3 (RBE No. – 114/2018) dated 13.08.2018.
Children Education Allowance & Hostel Subsidy Rules (w.e.f. – 01/07/2017)
Children Education Allowance & Hostel Subsidy claim can be reimbursed for two elder surviving children except in case of multiple twins at the time of birth of the second child . In case of failure of sterilization operation, CEA/Hostel Subsidy beyond the normal two child norm will be admissible only in case of children born from the first instance of such failure.
The amount of reimbursement of Children Education Allowance shall be fixed at Rs. 2,250/- per month per child . This amount has been fixed at Rs. 2,250/- per month, irrespective of the amount actually spent by the Government servant. For claiming reimbursement of Children Education Allowance (CEA), the Government servant should produce a certificate issued by the Head of the Institution for the period/year claimed. This certificate should confirm that the child has studied in that school during the previous academic year. In case such certificate cannot be obtained, a self-attested copy of the report card or a self-attested fee receipt (including e-receipt) confirming/indicating that the fee has been paid for the entire academic year may be submitted as the reference document for claiming Children Education Allowance (CEA). Period/year means the academic year i.e. twelve months of the entire academic session.
The maximum limit of the amount of hostel subsidy is Rs. 6,750/- per month . For claiming reimbursement of hostel subsidy in an academic year, a similar certificate from the Head of the Institution confirming that the child has studied in that school during that period would be sufficient, provided that the certificate also mentions the amount spent by the Government servant on boarding and lodging in the residential premises.’ In case such certificate cannot be obtained, a self-attested copy of the report card and original fee receipt/e-receipt indicating the amount spent by the Government servant on boarding and lodging in the residential premises may be submitted for claiming hostel subsidy. The amount spent on boarding and lodging or the maximum limit of Rs. 6750/- as mentioned above, whichever is lower, shall be paid as hostel subsidy to the employee. Period/year shall have the same meaning as explained in clause (b) of this para.
Children Education Allowance for disabled children of Government servants shall be reimbursed at double the normal rates of Children Education Allowance (CEA) prescribed in clause (b) above, i.e. Rs. 4500/- per month , (fixed)
When Dearness Allowance increases by 50% in the revised pay structure, the above rates/ceilings will automatically increase by 25% .
Hostel Subsidy and Children Education Allowance can be claimed together.
If both the spouses (husband-wife) are government servants, one of them can avail the benefit of reimbursement under Children Education Allowance (CEA) & Hostel Subsidy.
Reimbursement of Children Education Allowance (CEA) and Hostel Subsidy can be made only once in a financial year, after the completion of the financial year.
The hostel subsidy will be applicable in respect of such child only if the child is studying in a residential educational institution situated at a distance of at least 50 km from the place of residence of the Government servant.
Reimbursement of Children Education Allowance (CEA) & Hostel Subsidy will not be related to the performance of the child in his/her class. In other words, if a child fails in a particular class, the reimbursement of Children Education Allowance (CEA)/Hostel Subsidy will not be stopped. However, if the child is admitted in the same class in another school, although he/she has passed that class in the previous school or is admitted in the middle of the session, then Children Education Allowance (CEA) will not be reimbursed.
If a Government servant dies while in service, the Children Education Allowance (CEA) or Hostel Subsidy admissible to his/her children shall be payable, subject to compliance of other conditions for grant of the same, provided that the spouse of the deceased person is not employed under the Central Government, State Government, Autonomous Body, Public Sector Undertaking, Quasi Government Organisation such as Municipality, Port Trust Authority or any other organisation financed either partly or fully by the Central Government/State Governments. In such cases, Children Education Allowance (CEA)/Hostel Subsidy of the children shall continue to be payable as long as the employee is actually in receipt of the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Government servant was working prior to his/her death and shall be governed by other conditions prescribed in this OM.
In the event of retirement, discharge, dismissal or removal, Children Education Allowance (CEA)/Hostel Subsidy shall be admissible till the end of the academic year in which the Government servant ceases to be in service due to retirement, discharge, dismissal or removal during the academic year. The payment shall be made by the office in which the Government servant was working prior to the aforesaid events and shall be governed by other conditions laid down in this OM.
The upper age limit for disabled children has been fixed at 22 years . In the case of other children, the age limit will be 20 years or at the time of passing 12th class , whichever is earlier. There will be no minimum age.
Reimbursement of Children Education Allowance (CEA) and Hostel Subsidy will be applicable to children from Nursery to class 2nd including classes 11th and 12th conducted by Junior Colleges or Schools affiliated to Universities or Boards of Education.
Children Education Allowance (CEA) is admissible in case of children studying through “Correspondence or Distance Learning” , subject to other conditions prescribed therein.
Reimbursement of Children Education Allowance (CEA) and hostel subsidy is also admissible for children studying from three classes before class one to class 12 and for the first two years of any diploma/certificate course from Polytechnic/ITI/Engineering College if the child takes admission in any diploma/certificate course after passing class 10 and the Government servant has not been provided Children Education Allowance (CEA)/hostel subsidy for children studying in class 11 and 12. In respect of schools/institutions not affiliated to any Board of Education at Nursery, Primary and Middle stage, reimbursement under the Scheme shall be allowed for children studying in a recognised school/institution. In this regard recognised school/institution means a Government school or any educational institution, whether receiving Government aid or not, recognised by the Central or State Government or Union Territory Government or University or recognised by any recognised educational authority having jurisdiction over the area where the institution/school is situated.
If the disabled child is studying in an institution i.e. an institution aided or approved by the Central/State Government or Union Territory Administration or whose fees have been approved by one of these authorities, the Children Education Allowance paid by the Government servant shall be reimbursed irrespective of whether the institution is ‘recognised’ or not. In such cases, the benefit shall be payable till the child attains the age of 22 years.
Children Education Allowance (CEA) is payable to the children of all Central Government employees including citizens of Nepal and Bhutan who are employees of the Government of India and whose children are studying in the native place. However, a certificate has to be obtained from the concerned Indian Mission that the school is recognized by the educational authority having jurisdiction over the area where the institution is situated.
Child Education Allowance (CEA) or hostel subsidy shall be admissible to a Government servant only when he is on duty or under suspension or on leave (including extraordinary leave). Provided that during any period treated as ‘non-working days’ the Government servant shall not be eligible for Child Education Allowance (CEA)/Hostel Subsidy for that period.
