Railway Board Order RBE No. 101/2024: Relaxation of Spells for Child Care Leave (CCL) – Guidelines for Leave Sanctioning Authorities

The Ministry of Railways has issued Railway Board Order RBE No. 101/2024 regarding the relaxation of Child Care Leave (CCL) spells for female employees and single male employees working in the Railways. This order is aligned with the Department of Personnel & Training (DOP&T) instructions issued on 29th July 2024.

Power to Relax CCL Spells:
The Railway Board now allows the Leave Sanctioning Authorities to grant relaxation for up to three additional spells of Child Care Leave (CCL) beyond the existing limit of three spells per year. This applies in situations where the child of the employee is admitted to a hospital as an inpatient.Eligibility:
- Female Central Government Employees
- Single Male Central Government Employees
These employees are entitled to the relaxation of CCL spells when their child is hospitalized.
Legal Framework:
- Rule 43-C(3)(i) of the CCS (Leave) Rules, 1972 applies to this relaxation, which corresponds to Rule 551(E)(3)(i) of Chapter 5 of the Indian Railway Establishment Code (IREC), Vol.-I (1985 Edition).
- The order applies mutatis mutandis (with necessary modifications) to the Indian Railways.
Effective Date:
The order is effective from 29th July 2024, coinciding with the issuance of the DOP&T’s OM on this matter.Concurrence from Finance Directorate:
This order has been issued with the concurrence of the Finance Directorate of the Ministry of Railways.
How the Relaxation Works:
- Leave Sanctioning Authorities can now relax the number of CCL spells beyond the usual three, up to a total of six spells in a calendar year.
- This relaxation is specifically intended to assist employees in managing the care of hospitalized children, ensuring the welfare of employees with family care responsibilities.
This circular serves to provide a more flexible and compassionate approach to leave for employees who are facing family emergencies involving the health of their children. The Railway Board Order RBE No. 101/2024 aims to ensure that the well-being of employees is maintained, allowing them to take necessary leave without facing procedural or regulatory hurdles.
